NJ 3:
NJ 3 is a Jersey Freeway from its western terminus at the US 46 Jersey Freeway to the NJ 21 freeway. East of that, its a full freeway.

 

NJ 4:
From NJ  208 to the George Washington Bridge, NJ 4 is a Jersey Freeway. It has a speed limit of 50 mph.

History:

Date Activity
1930 Construction of NJ 4  expressway starts
1933 Construction complete
1952 Interchange with NJ 208 constructed
1955 Robert Moses recommends upgrade to freeway in his Joint Study of  Arterial Facilities.
1997 Work  begins on reconstruction of NJ 17 interchange, which used to  a normal cloverleaf
November 1999 NJ 17 now has two flyovers: NJ 17 south to NJ 4 east and NJ 17 north to NJ  4 west
April 2001 Work begins on reconstruction of NJ 208 interchange and local / express lanes on part of NJ 4
