Introduction:

South Carolina's multilane highway system is becoming one of the top priorities in the Palmetto State to meet up with current and future demands. However, nearly all of these routes have unlimited driveway access which therefore cannot be considered expressways. These highways serve the same purpose as expressways do in the other states of the South: providing mainline connections for improved travel within these rural corridors where traffic volumes are not high enough to justify construction of a freeway. These highways, which are built to high standards but allow driveways, will be called “high speed arterials.”
